Aureliano Chaves (Ibirite) Location: MG Operator: Ibiritermo SA Configuration: 226-MW, 1+1 CCGT with 7001FA gas turbine Operation: 2002-2003 Fuel: natural gas HRSG supplier: STF T/G supplier: GE, Tosi EPC: PB Power Quick facts: In June 2002, simple-cycle operations started after about a year of construction at this CCGT plant on a 12ha site at the Petrobras Gabriel Passos refinery (Regap) in Belo Horizonte. The project started as a 50:50 joint venture between Fiat and Petrobras, but in late 2001, year Fiat sold its stake to Edison SpA. The joint venture company is known as Ibiritermo SA. The steam turbine came online in Jun 2003 nine weeks ahead of schedule. Natural gas is delivered from the offshore Campos Basin via the Rio-Belo Horizonte pipeline. BNP Paribas was the lead financial arranger and secured a $65mn loan partially guaranteed by the Italian export credit agency Servizi Assicurativi per il Commercio Estero. The project also obtained a $66mn direct loan from the U.S. Eximbank plus a $22mn local currency loan from BNDES. Two additional blocks were originally planned.

During the repowering, the B&W heavy-oil boilers were replaced by STF HRSGs manufactured under Mitsui-Babcock license and installed behind the new gas turbines.

Termoaçu Location: RN Operator: Petrobas Configuration: 2 X 171 MW 7001FA gas turbines CHP Operation: 2007-2008 Fuel: natural gas, refinery offgas HRSG supplier: Vogt T/G supplier: GE EPC: CNEC Engenharia, PB Power Quick facts: Termoaçu supplies electricity for Neoenergia distributors Coelba and Cosern and 610 tph of steam used by Petrobras for oil field injection. The total cost of the plant was $300mn of which $85mn was for the gas turbines. After being stalled for 2yrs, the project was restarted following a Sep 2004 agreement between Neoenergia and Petrobras whereby the oil company took on all remaining investments and diluted Neoenergia’s stake to around 21%.

Termoaraucária Location: PR Operator: COPEL - Cia Paranaense de Energia Eletrica Configuration: 480-MW, 2+1 CCGT with W501FD2 gas turbines Operation: 2002 Fuel: natural gas HRSG supplier: Aalborg T/G supplier: SWPC, Alstom EPC: Bechtel, DM Construtora de Obras Ltda Quick facts: In Sep 1997, El Paso Energy International signed a joint development agreement with Copel, Petrobras, BHP Power, and British Gas to build a gas-fired CCGT at Araucaria near a Petrobras refinery. Although the first GT was commissioned in Sep 2002, the plant did not begin regular operation for about 4yrs due to power purchase contractual issues. At completion, the owners of the $340mn plant were El Paso (60%) and Copel and Petrobras with 20% each. In Feb 2006, El Paso agreed to sell out its ownership to its partners. The plant connects to the local 230kV grid.

TermoRio (Leonel Brizola) Location: RJ Operator: TermoRio (Petrobras) Configuration: Three 348-MW, 2+1 CCGT blocks with GT11N-2 gas turbines CHP Operation: 2004-2005 Fuel: natural gas HRSG supplier: CMI T/G supplier: Alstom EPC: Alstom Quick facts: In Sep 2001, Alstom was awarded a $550mn turkey contract for TermoRio including engineering, civil works and construction management, a high-voltage gas-insulated substation, I&C systems, and commissioning. This is the largest combined-cycle cogen plant in Brazil and can supply up to 400 tph of steam to the Duque de Caxias Oil Refinery (REDUC) owned by Petrobras.

Uruguaiana Location: RS Operator: AES Sao Paulo Configuration: 520-MW, 2+1 CCGT with W501F gas turbines Operation: 2000 Fuel: natural gas HRSG supplier: NEM T/G supplier: SWPC EPC: SWPC, Promon Engenharia, EBE Engenharia, CESBE SA Quick facts: In Apr 1997, Cia Estadual de Energia Eletrica announced that AES Corp had been selected to develop this $350mn plant on a BOO basis with a 20yr PPA. In Sep 1998, the IDB approved $132.8mn of financing for the plant as a direct loan to AES without government guarantees. BNDES also supported the project. In Oct 1999, the U.S. Overseas Private Investment Corp (OPIC) approved a $115mn loan for the plant. The first gas turbine went into operation at the end of Jun 2000. Repsol YPF supplies gas through the TGM pipeline.
