The deal also included the construction of related substations and transmission lines and assistance in plant operations. The Olorunsogo plant in Ogun is 70km west of Lagos. Ground-breaking was in Sep 2004 and full construction started in Mar 2005. China ExIm Bank supplied a N24bn loan for the projects. The plant, also known as Papalanto, has had a checkered operational history and has had insufficient gas deliveries.
