Quick facts: This IPP dates to an April 1996 RFP from the Ministry of Industry. K&M Engineering acted as the government’s consultant. In May 1997, eight consortia submitted bids and, in Sep 1997, Carthage Power won the award for a CCGT plant and a 20yr PPA with STEG. The original consortium was led by PSEG Enterprises (35%), Marubeni (32.5%), and Sithe Energies Inc. The consortium’s financial adviser was Sanwa Bank Ltd, and BNP Paribas, Japan Bank for International Cooperation, and UFJ Bank Ltd underwrote the project debt. In May 1999, Alstom was awarded a €170mn turnkey contract to supply the generating equipment and the plant went commercial in Jun 2002. In late 2000, PSEG and Marubeni acquired Sithe Energies’ share and in May 2004, PSEG sold its controlling interest in CPC to BTU Power Co for $43mn.

Quick facts: This is Tunisia’s second IPP and went online in Nov 2003. SEEB is a joint venture of Centurion Energy Inc, Caterpillar Power Ventures International Ltd (CPV), and CME International which has a 20yr PPA with STEG. The $30mn power plant and associated power distribution system was designed to take advantage of flare gas available from a nearby offshore oil field.
