Quick facts: In Aug 2002, Kiewit Power Constructors was awarded a $235mn design-build contract for repowering Haynes 3&4. This involved retiring the old sets and building a completely new 2+1 block. Project quantities included 16,700yd³ of structural concrete, 725t of structural steel, 61,000ft of large bore pipe, 35,000ft of small bore pipe, 179,550ft of electrical conduit, 707,000ft of electrical wire and 46,800 electrical terminations. The project was completed one month ahead of schedule on 25 Jan 2005 and represents a 94% emissions reduction as compared to the original steam electric Units 3&4.

Quick facts: Constellation Energy filed an Application for Certification for High Desert on 30 Jun 1997. This $350mn project was approved in May 2000 as one of the first major plants in Southern California in a decade. The site is the former George AFB in Victorville. Construction started 1 May 2001 and commercial operation was in Apr 2003. In Dec 2006, High Desert was one of six plants acquired by Tenaska from Constellation for $1.64bn.

Long Beach Rebuild

Quick facts: This site in the Port of Long Beach has been used for power generation for about 100yrs. These four machines started life in 1976 as BBC GT11D models. Three were upgraded to D5s in the mid 1990s when the plant was still owned by Southern California Edison Co. The plant was mothballed in 2005, but four gas turbines were restarted in 2007 as fast-start peakers for a 10yr SCE contract. The fourth unit was upgraded to D5 in 2007.

Quick facts: Magnolia was Power magazine's 2005 Plant of the Year. The $246mn facility was honored for representing a new generation of urban load-centered generation, using reclaimed waste-water for cooling, and zero liquid discharge practices.  SCPPA was created in 1980 and has 12 public utility members. The lead utilities are the cities of Anaheim, Burbank, and Glendale. The first units at the plant site in Burbank went online in 1941/43. These were demolished to make way for the CCGT block.

Quick facts: At completion, this was the first new major LA Basin power plant built in the past 30 years. Plant development by AES Corp began in 2001 but construction was halted after California’s 2000-2001 energy crisis. The project was sold to InterGen in Mar 2003. In Jul 2003, SCE signed an agreement with InterGen to acquire Mountainview Power Company LLC. The California Public Utilities Commission and the Federal Energy Regulatory Commission approved the acquisition, which was completed in Mar 2004. SCE immediately resumed construction and the project was completed on budget and ahead of schedule.

Quick facts: In Aug 1999, PG&E Generating proposed to construct and operate a CCGT in Otay Mesa and the project was certified in Apr 2001. In Oct 2001, Otay Mesa Energy Center (OMEC) was sold to Calpine, which secured a 10yr tolling agreement with San Diego Gas & Electric. In a first-of-its-kind program dating back to the beginning of construction, mobile emission reduction credits were created when Calpine paid for retrofitting local marine vessels and sanitation vehicles with improved emissions control technology. OMEC is the largest air cooled power plant in California and went commercial on 3 Oct 2009 at its 46ac site in the remote eastern portion of Otay Mesa, 1.5mi from the Mexican border.

Quick facts: This plant is on a long, narrow, 20ac plot in the Escondido Research & Technology Center and not far from residential areas. The site was built to minimize visual and noise impacts with special landscaping features and extra screening and silencing on the power generating equipment. In addition, Marley-SPX installed a plume abatement system on the mechanical draft cooling tower and the owners were required to paint the facility in a specific color and match that where possible in the cooling tower facade.

The funds were used by the Center of Natural Lands Management (CNLM) to purchase 245ac of habitat in Kern Co for the specific benefit of the San Joaquin Kit Fox. In addition, the purchase will also benefit the California Condor since the habitat is located within the bird's historic range. This funding also included an endowment feature for land maintenance.

A 3,200t chiller from Turbine Air Systems was also installed and are used about 80% of the time that the plant is on-load. The site is sized for additional machines of similar size.

Quick facts: This plant started as a merchant plant proposed by Texaco in Dec 1998 to produce steam for thermally enhanced oil recovery at the Midway Sunset oil field. For various reasons, the project was replaced in September 2000 with a 320-MW simple cycle peaking project proposed by Edison Mission Energy, which purchased the original development company from Texaco. Sunrise became the first merchant plant licensed by the California Energy Commission to come online in time to help with the energy supply crisis of 2000-2001. The steam block was added later.
