Upper Kotmale

Quick facts: The first EIA for Upper Kotmale was published in Dec 1994 and preliminary approvlal was in Aug 1998, but it took five more years before planning moved to the implementation stage. This scheme is on the Kotmale River, a Mahaweli tributary, on the western slopes of the Nuwara Eliya mountains in south-central Sri Lanka. The design of this complex project was initially based on construction of two reservoirs, but resettlement requirements led to a proposal for a set of smaller reservoirs connected by tunnels and feeding an underground powerhouse. A potentially greater issue was the impact on three famous waterfalls in the area, a concern that led the Central Environmental Authority to twice refuse clearance for this project, although CEB had already secured a $300mn loan from the Japanese government. In early 2002, the government announced that the project was being reactivated and despite immediate opposition from environmentalists, years of power shortages were sufficient to move the project forward. Funding was provided by a Japanese grant of ¥ 37,817mn along with Rs 8,548mn provided by the Sri Lanka government. The project was inaugurated by President Mahinda Rajapaksa on 15 Jul 2012.
