Construction on $1.64bn plant began in Mar 1996 and the government provided a sovereign guarantee to cover payment obligations as well as other indirect guarantees. Ownership of Birecik is to be transferred to the state in 2016. It has a 62.5m high, 2.5km long dam 30km upstream from the Syrian frontier. Verbundplan operates the plant. The project was complicated by the need for water usage agreements with both Iraq and Syria and the discovery of the ruins of Zuegma, an ancient Roman outpost, near the plant site late in construction.
