In Jun 2007, HPI received approval to extend the Qinbei plant with Units 3&4. The project cost approximately RMB4.48, of which 20% was equity capital funded by HPI (60%), Henan Provincial Construction Investment Corp (35%), and Jiyuan Municipal Construction Investment Corp (5%), with the remaining funded by bank loans. The second followed in Jun 1999. The Spanish government made $372mn in loans to support the project. The plant is mainly invested by Henan Construction Investment and Investment.
